THEORETICAL APPROACHES TO THE IMPLEMENTATION OF EXTERNAL FUNCTIONS BY UKRAINE AND HUNGARY AT THE CURRENT STAGE OF STATE FORMATION

Abstract

In the conditions of martial law, the importance of optimizing the processes of state formation is increasing. The peculiarities of modern Ukrainian statehood are reflected primarily in the modification of the functions of the state, and therefore the study of theoretical approaches to the implementation of external functions in the context of the experience of Ukraine and its neighboring state Hungary is an extremely relevant topic. Since the issue of state formation in modern conditions cannot go against the international direction of the state, however, it is worth emphasizing that it should not depend on the state, which actively defends and tries to spread its directly opposite approaches to understanding state formation. Counting from February 24, 2022, when a full-scale invasion of the territory of the free, independent, sovereign state of Ukraine began, reality for people became "episodic", and approaches to state formation began to be fundamentally revised, in search of an answer to the question of when the path of state formation began crack It is worth noting that such cracks began to appear in 2014, when the Anti-Terrorist Operation in the East (ATO) began, which was essentially the same war, albeit with a smaller territorial spread, but people died even then. Today, we can see that the implementation of the external functions of Ukraine and Hungary are oppositional, where Hungary, trying to pursue a two-level policy towards its legal status as an EU country, "cautiously" expressing its condemnation of the military actions of the Russian army on the territory of Ukraine, and towards the Russian cooperation Thus, Hungarian Prime Minister Viktor Orbán became the first European leader to meet with the Russian president since April 2022. In this scientific article, we also emphasize the European integration processes, which require a critical understanding. Attention was also paid to the issue of providing European financial assistance to Ukraine for the next three years in the amount of 50 billion euros and the opposing position of the Hungarian leader Viktor Orban to such a step from the EU to Ukraine, who at one time even expressed threats to use the "handbrake" to prevent such a situation. financing
