INSTITUTE OF THE ENGLISH LANGUAGE IN UKRAINE: HISTORICAL AND LEGAL DIMENSION

Abstract

It's not a secret that modern world changes very fast. Visible and invisible borders disappear because of the latest communication systems and the process of globalization. Today you won’t surprise anyone with intercontinental communication. Thanks to the modern technologies, the world is becoming more accessible. But such technological process, requires from each of us transformations and systematic self- improvement. This creates the need to join the world’s culture. Such prospects frighten most people but encourage some to develop. 

 At the time when the Internet is almost everywhere in the world, we can communicate with whoever we want, if both interlocutors speak the same language.  It makes sense to learn foreign languages. The possibility of free communication and maintaining relations with people from other countries stimulates us to this process. It’s important to note that you never know what knowledge you may need in future. Proficiency of a foreign language, or even better, several, will always be useful, especially in business, carrier, personal life, etc. Considering this issue, it’s worth noting that a carrier of culture and transmitter is language itself.  We should pay attention to the fact, that several languages in the world are currently competing for the status of the language of the future. More than one and a half billion people speak Chinese, hundreds of millions speak Spanish, Portuguese, and other languages. But English takes the top spot as the language of international communication, it’s a kind of visa to the world without borders. This article updates the issue of the legal status of the English language institute in Ukraine. The article examines the process of formation and development of this institute in Ukraine, from the beginning to the present. Such knowledge should become a solid basis for the formation in society the awareness of the importance of the English language as an important factor on the way to the preservation, stabilization, and future development of the state. A comparative analysis was made with similar norms of the main laws of other world countries.
