THEORETICAL-LEGAL PARADIGM FOR IMPROVING INTERACTION IN UKRAINE-CANADA BILATERAL RELATIONS: THEORY AND PRACTICE

Abstract

Today, Ukraine and Canada are countries that are not indifferent to each other. They are united by long-standing ties of the Ukrainian diaspora, which have strong historical roots, and include cooperation at the state and public levels. Over the centuries, the Ukrainians of Canada, uniting and forming around Ukrainian cultural centers and public associations, play a significant role in the establishment and development of interstate partnership relations, of a bilateral nature, and the formation of a positive image of an independent, independent Ukrainian state, not only on the territory of Canada and in the world. Forming dynamic positions, thanks to strong institutional ties with the state - Canada, their long historical, social, cultural, economic, activity throughout the history of generations, their positive development. These factors are quite significant and are clearly considered in Canada, and for Ukraine they are vital, taking into account the current problems and challenges of today. Strengthening the position of Ukraine on the international arena, the image of the state, obtaining the support of the world community, on the way to Ukraine's accession to the EU and NATO, the introduction of a visa-free regime with Canada. All these areas of activity need clear regulatory and legal support at the legislative level. The long history of the relationship between Ukrainians in Canada has its own positive characteristics and morals of mutual understanding. The first wave of Ukrainian immigration to Canada began in 1891. Today, about 1.36 million (4%) Canadians identify themselves as Ukrainians. From the environment of the influential Ukrainian community, significant authoritative individuals, known to the world international community, the statesman and political establishment, who entered the highest echelons of the Canadian government and can defend Ukrainian interests in various spheres, including security and defense, social and cultural, humanitarian, emerged economic, legal, etc. The challenges of the 21st century is demonstrated on the world stage by economic instability, low living standards, the primitiveness of medical care for human health, and deadly pandemics on a global scale, which have a rather dubious nature of origin and corresponding direction. The brutal, anti-human, bloody war unleashed in Ukraine is practically in the center of Europe, which demonstratively turns into a world war, threatening humanity with complete destruction, a "nuclear winter." Large-scale international terrorism, war in Israel, local regional military conflicts, etc. And all this against the background of complete impotence of the UN, international security institutions, double political standards of self-interest. In our opinion, the above outlined should cause the need to adjust the transformation of bilateral cooperation between Ukraine and Canada.
