Mechanisms of adaptation of the legislation of Ukraine to the legal system of the European Union

Abstract

Ukraine is a priority partner for the European Union (hereinafter referred to as the EU). The EU supports Ukraine in securing a stable, prosperous, and democratic future for its citizens and unwavering in its support of independence, territorial integrity, and sovereignty. Integration into the EU is a complex procedure and the current goal pursuing by Ukraine, which accompanied by the adaptation of legislation to the legal system of the EU. Once the applicant country adapts to the terms of membership, it must implement the established rules in all areas of the legal relationship. An essential process for achieving this goal is the introduction of the right mechanisms at the legislative level, which will coordinate and control the implementation of the requirements of European legislation provided for in the Association Agreement with the EU. The Association with the EU has crucial importance in the context of reforms, as the provisions of the agreement should serve as the basis for a new model of social-economic development of Ukraine. Therefore, when developing the concept and programs of sectoral reforms, it is necessary to take into account, analyze, and adapt the relevant requirements of the EU directives with the regulations of Ukraine. Step by step approximation of laws, modernizing the legal fi eld and ensuring transparency of national legislation, deepening the culture of democracy and respect for human rights, enhancing national and citizen security, the inadmissibility of using force as a method of resolving internal confl icts, and forging stability and harmonious relations with all countries are one of the most important role models for the Ukrainian state. The full implementation of the public administration reform under the approved strategy is the key to effective implementation of all reforms in Ukraine without exception; effective public policy formulation and implementation based on stakeholder assessment, impact analysis and strategic planning, as well as a high level of professionalism in the civil service. Well, researches on the adaptation of the Ukrainian legislation to the EU legislation will make it possible to introduce scientifi cally substantiated proposals for better securing of our country’s national interests in the fi eld of European integration and effective implementation of the foreign policy priority.
