The value of the III Universal 1917 of the Central Council for military construction in Ukraine

Abstract

The article examines the rulemaking activity of the Ukrainian Central Council, in particular, military construction in the process of rulemaking defi nes the organizational and legal foundations of the formation of the Armed Forces of Ukraine in 1917-1920, analyzes the positive and negative factors that resulted in the formation of the army. The author tried to emphasize the importance of the activities of the then army, and to analyze the mistakes in the development of military construction, in particular, to analyze the legal bases taking into account the features of the III Universal. Pre-conditions which were instrumental in an origin and subsequent on development of the military-political activity of Ukrainian Central Advice light up in research, and also the features of the process of existence of Military powers are outlined. Relations which arose up between soldiery are separately analyzed, by petty officers and cossacks, in particular with the strengthening of their discipline, and also marked about responsibility, which is carried by chiefs for non-fulfi llment of norms of laws, given out at times and activity of Ukrainian Central advice In the article investigational looks of social democrats, socialists-revolutionaries, socialists-federalists, about creation and re-erecting of Military powers, and also the legislative base of the military building is analyzed. In some labors, measures are analyzed on re-erecting of the Ukrainian army, his steps concerning the strengthening of defence of Ukraine, and preparation to the rebuff of bolshevist aggression in November – December 1917 -1920 years. Analyzing the process of building Army UNR a question was considered with the realization of him on the detailed legal base and output from under infl uence romantically revolutionary picture of the role of the army. Investigational, that in scientifi c literature reasons of defeat and miscalculations of activity of UCR are in detail enough refl ected in wars and features of course of events at the end of 1917 – at the beginning of 1918, and also important reasons of soldiery failures of the national formings. It becomes fi rmly established that most modern domestic researchers conclude the unreadiness of UNR before the war, and organized-legally principles of forming of the army of Ukraine were that is why set in a period 1917-1920, and also the question of account and registration of soldiery parts of those times is found out.
