Constitutional and legal status of parliaments of eu countries with a republican form of government (mixed republics)

Abstract

The article provides a comparative analysis of the constitutional and legal status of parliaments of the EU countries with the republican form of government. Attention is paid to the structure of parliaments, the method of their formation, the number of deputies, and the term of their powers. Today, Ukraine ‘s national interests are directly related to European integration. To achieve this objective, one of the tools is a study of the institution of Parliament in the countries
of the European Union with a republican form of government and the application of certain principles of functioning in practice. There has been no holistic comparative study of the constitutional and legal status of EU parliaments in the literature. In Ukraine, discussions about the structure of the Verkhovna Rada and the appropriate number of people ‘s deputies are not fading. To consider these issues from a new perspective, within the framework of this article, a comparative analysis of the constitutional and legal status of parliaments of the EU countries with the republican form of government has been carried out. Analyzing the EU countries, we see that they have different forms of state government, different stages of development and formation of statehood, excellent traditions, culture, mentality, and the like. The author is guided by the legal criterion, namely the form of State government, and aims to explore the peculiarities of the structure of parliaments and the procedure for their formation, the number of deputies, and the term of their powers. A study of the constitutional and legal status of the Parliament of Ukraine – the Verkhovna Rada, its prospects for reform with a view to improvement is impossible and incomplete without a proper legal analysis of the constitutional and legal status of parliaments of the European Union. In this case, geography is not chosen by chance, because in our country the process of European integration for the acquisition of membership in the EU continues. Therefore, the experience of these countries should be used to establish parliamentarians in Ukraine. Based on the analysis, conclusions are drawn on the expediency of changing the structure of the Verkhovna Rada of Ukraine and the need to reduce the number of people ‘s deputies.
