Social policy on ukrainian lands: historical and legal aspect

In our time the social policy of any country is an integral and indicative measure of its economic situation. Most modern countries declare themselves as sovereign, independent, democratic, legal, and social states. Each of them, owing to its economic viability, tries to protect its population in non-standard life situations. Ukraine is not an exception, though it has faced extremely diffi cult challenges throughout its existence. Recently, the situation in our country has worsened owing to the military action in the East of Ukraine, caused by Russian military aggression. The war in defense of the Ukrainian sovereignty has led to an increase of socially vulnerable categories of citizens, who now requires signifi cant state protection. That is why the government’s social policy and social protection of the citizens nowadays remain very relevant. It is always appropriate to refer to the previous positive experiences of the past generations, to analyze and to take into account past mistakes to implement an effective mechanism of social support for the population. Our article is devoted to the consideration of the process of forming and development of social policy in Ukraine, from the Kyiv princely state to the present. The author pays attention to both domestic and foreign experience in this area. Particular attention is paid to the period of the Ukrainian national liberation struggle during the revolution of 1917-1921. During this period a separate special authority, responsible for the social protection of Ukrainian citizens, began its work - the Ministry of Public Health and State Trusteeship. It was a signifi cant achievement of the 20th century and one of the important steps of the government of Hetman Pavlo Skoropadsky. This led to the tradition of creating separate bodies for the protection of the citizens, but some of them sometimes acted only de jure. Further Ukrainian national governments (as well as Soviet ones) improved the social protection system.
